El consorcio CIVIS, a European Civic University, en el que participa la UAM, ha sido seleccionado por la Comisión Europea para poner en marcha una de las primeras universidades europeas, que permitirá a todos los miembros de las universidades que lo componen estudiar, enseñar, investigar y realizar gestiones fácilmente en los distintos campus.
CIVIS nace con el compromiso de impulsar la relación de las universidades con la comunidad. El aprendizaje-servicio es una de las señas de identidad de este consorcio, que además tiene otros pilares: reforzar una educación inclusiva y de calidad; promover el multilingüismo; abordar las relaciones con África y el Mediterráneo como un reto global y responder a los grandes desafíos en materia de clima y energía, movilidad, salud, herencia cultural y transformación digital.
Este grupo de universidades agrupará a casi 384.000 estudiantes y 55.000 profesores, investigadores y personal de administración y servicios. Está integrado por ocho grandes instituciones: Universidad Aix Marsella (Francia), la Universidad Nacional y Kapodistríaca de Atenas (Grecia), la Universidad Libre de Bruselas (Bélgica), la Universidad de Bucarest (Rumanía), la Universidad Autónoma de Madrid (España), la Universidad La Sapienza de Roma (Italia), la Universidad de Estocolmo (Suecia) y la Universidad Eberhard- Karl de Tubinga (Alemania).

9th Spanish & 1st European Conference on Service-Learning in Higher Education
The 9th Spanish & 1st European Conference on Service-Learning In Higher Education will take place in September 20th-22nd in Madrid, hosted by Universidad Autónoma de Madrid, Universidad Pontificia Comillas and Universidad Nacional de Educación a Distancia.
The theme of the conference is the role of service-learning in the construction of global citizenship.
The conference will be a great opportunity for meeting with colleagues from all over Europe, sharing S-L experiences, research and processes of institutionalization of service-learning in European universities, as well as for deepening understanding, reflecting and encouraging the debate on aspects related to theoretical and practical issues. We hope that the Conference will also contribute to promoting practice in European universities, encouraging universities to generate stable structures that support this methodology, and strengthening national and European networks by analyzing their structure, needs and challenges.
Over 300 professionals will meet and participate in plenary sessions, and present research, S-L experiences and theoretical contributions through oral communications, posters and symposia. In addition, meetings of the Spanish networks and the emerging European Network of S-L in higher education have been organized in the context of the conference.

Curso de verano de la UIMP sobre aprendizaje-servicio universitario
La Universidad Internacional Menéndez Pelayo ha organizado el curso "Aprendizaje-Servicio. ¿Puede una metodología docente transformar la sociedad?", que se celebrará en Santander los días 4 al 6 de Julio.
El objetivo general de este curso es promover el Aprendizaje-Servicio como un enfoque pedagógico que integra y desarrolla el compromiso cívico en la educación superior, los estudiantes, el personal académico y la comunidad en general. Para ello se propone los siguientes objetivos específicos:
- Conocer los conceptos básicos del Aprendizaje-servicio, su fundamentación y su valor pedagógico.
- Explorar experiencias de aprendizaje-servicio en distintas titulaciones y universidades nacionales e internacionales.
- Valorar la utilidad y oportunidad del aprendizaje-servicio como propuesta pedagógica para unir el éxito académico y el compromiso social.
- Diseñar proyectos de Aprendizaje-Servicio viables y contextualizados.
El curso se dirige a profesores universitarios, autoridades académicas, expertos e investigadores en metodologías activas, expertos en formación pedagógica universitaria, representantes de entidades sociales, representantes de organismos públicos y estudiantes de Pedagogía y Magisterio.

A Global Classification for Recognizing Outstanding University Civic Engagement
University rankings are becoming increasingly influential around the world. These systems are mostly research oriented, and count factors such as external funding, numbers of articles and books written by faculty members, library resources, etc. But universities have different missions and goals, and some are not included in the rankings. University civic engagement is one of them.
This topic was discussed at the Campus Compact 30th Anniversary Conference, that took place a few months ago in Boston. I moderated a panel organized by Talloires Network with my colleagues Lorene Hoyt, Gul Zehra and Hector Opazo.
Our main point is that universities around the world are committed to strengthening the social responsibility of higher education by improving conditions in communities and responding to global challenges such as poverty, health, and illiteracy, while improving students´ learning. Given the social and academic relevance of this mission, it is necessary to develop rankings that take civic engagement as criteria.
This session engaged participants in the development of an alternative approach to rankings that values contributions to and from communities and public goods. The debate evolved around issues such as: Improving current rankings and developing civic engagement rankings, national, international and global rankings on civic engagement, agreed criteria of university civic engagement, benefits and limitations, and alternatives to rankings.
There was an agreement on the need to improve the current rankings and developing a classification system that considers civic engagement and social responsibility practices essential in the reshaping of higher education. Much is still to be done in this field, but the debate is open...

The role of the school counselor in service-learning
In recent years, the perception of the role of school counselors has undergone a significant change. That is why it is particularly relevant to know the role of the school counselor in service-learning.
This is the objective of the case study that has being carried out by Lourdes García at the Miguel Catalán high school of Madrid, that is considered a reference point in the use of this methodology. This work is part of her doctoral dissertation, that has been presented at the Autonomous University of Madrid. Results of the study show the pedagogical leadership of these professionals, who can act as promoters, coordinators, consultants, developers, and ambassadors of S-L in their schools.
Literature on educational change looks at the role of counselors in the processes of support and advice to schools regarding plans for improvement and innovation. Their training on pedagogical, psychological, strategic, and mediative aspects allows them to perform their role in in collaboration with other members of the school community. It is, therefore, a relevant figure for making real innovation and improvement proposals related to the coordination and advisory functions, such as the implementation of service-learning methodology.
As supervisor the of this doctoral dissertation, I believe it is a significant contribution to the field of counseling. Service-learning is one of the innovative methodologies that enhances quality teaching. This methodology enriches the educational process and helps to achieve its objectives. The two elements, learning and service, form a combination that contributes to promoting quality and improvement, where learning improves the quality of service and vice versa.The conceptualization of service-learning as an original combination of two known elements, learning and community service, makes it an interesting content for school counseling. This doctoral dissertation is based on the idea that service-learning can be a vehicle to affect a large number of students in a positive way.

The influence of Service-Learning on the shaping of life purpose
Collegiate Service-Learning may
be an effective venue for facilitating life purpose development. This is the
starting point of the multinational study led by Clark University on how
Service-Learning influences life purpose, in which we collaborate.
Service-Learning includes both
coursework and engagement with the community, with the intention to both learn
and contribute. As a high impact learning experience that involves reaching out
to others, it may be particularly valuable in promoting the beyond-the-self
dimension of purpose, thereby affecting youths’ capacity to contribute to
social problem solving. It affects dimensions of human life/development that
are related to purpose, such as self-awareness, identity development, moral
reasoning, social consciousness and responsibility, civic engagement, and
vocational clarity.
Service-Learning helps to
develop purposeful intentions by offering individuals the opportunity to
interact with their context, and it connects the classroom with the community
with the aim of helping students to think beyond themselves and increase their
sense of social responsibility. Action, information, reflection and discussion
involved in Service-Learning help students clarifying their values and defining
who they are now, who they want to become, what is valuable to them and how to
act according to those values
In this methodology, self
awareness and pro-social commitment must be intrinsically related to ethics.
The three dimensions of purpose (intention, action and pro-social commitment)
do not add to it unless they are orchestrated ethics. Moral reasoning in S-L
has to be linked with the concern about the consequences and effects of our own
personal and professional actions with other people. That is why encouraging
ethical concerns in the students must lead them to see the other as a
legitimate other in coexistence with the self.
These are some of the reasons
why students participating in this type of activities have to be encouraged to
identify a purpose in life. For that, planned discussions that facilitate
students´ awareness of long-term goals are necessary. These could be the basis
for designing Service-Learning projects that help students to identify and
pursue their goals. But also, teachers themselves should spend time reflecting
on their own values, beliefs and purpose in life in order to be able to
effectively lead students in doing the same.
We have presented this theoretical framework at the 41st Conference of the Association for Moral Education
(AME), that has taken place in Santos (Brasil).

Aprendizaje-Servicio y Voluntariado. ¿Dos islas o un archipiélago?
Me llama la atención el esfuerzo de algunos
por diferenciar el aprendizaje-servicio (ApS) del voluntariado. Soy inclusiva
por naturaleza, de manera que este hecho despierta mi interés porque implica poner
barreras.

Entiendo que el empeño en diferenciar ambas
formas de compromiso cívico se puede deber en parte al hecho de que el
voluntariado está bien asentado en las universidades de nuestro país mientras
que el aprendizaje-servicio está todavía en proceso de institucionalización. En este esfuerzo por dar
a conocer el ApS es necesario marcar las diferencias para facilitar la
comprensión de esta metodología. Me recuerda a la etapa del desarrollo, cuando
los adolescentes se alejan (aparentemente) de la familia como un mecanismo para
definir y desarrollar su personalidad y autonomía. Hasta aquí todo bien.
El problema es que con demasiada frecuencia
estos dos campos se ignoran entre ellos; aparecen como dos mundos que no se
tocan, más que en la teoría, cuando hablamos del “compromiso con la comunidad”.
Bajo este paraguas se menciona el voluntariado, el aprendizaje-servicio, la
cooperación al desarrollo, la investigación participativa, etc… Y a partir de
ahí, casi siempre cada uno por su lado…
En Julio participé en una reunión organizada
por United Nations Volunteers sobre investigación en Voluntariado para el Desarrollo
Sostenible, representando a la red universitaria española de
aprendizaje-servicio. Llama la atención el elevado número de expertos en
voluntariado que desconocen el ApS, por lo que fue necesario definirlo y
enlazar ambos campos.
Quienes sí parecen haber detectado esta
conexión son los responsables de la elaboración del borrador del anteproyecto de
la nueva ley de voluntariado, que consideran el ApS como una herramienta de
voluntariado educativo. Lo mismo que la Plataforma del Voluntariado de España,
que desde hace tiempo colabora activamente con las redes nacionales y locales
de aprendizaje-servicio.
Puestos a diferenciar, podemos basarnos en
diversos argumentos. La nueva ley española considera voluntariado aquellas
actividades de interés general desarrolladas por personas físicas siempre que
tengan vocación de solidaridad, su realización sea libre, no conlleve
prestación económica o material de ninguna clase y se lleva a cabo por medio de
las entidades acreditadas. Desde esta perspectiva, el ApS no parece encajar
como una forma de voluntariado por los siguientes motivos:
- El ApS a veces es un requisito académico; es decir, obligatorio.
- Aunque lo desarrollan personas físicas con vocación de solidaridad, el ApS suele ser iniciado por terceras personas (que pueden ser los docentes, la Facultad o la Universidad).
- El ApS no siempre se lleva a cabo por medio de ONG´s.
- Existe una compensación, en forma de créditos académicos.
Ante estos argumentos cabe señalar que:
- El ApS es voluntario en la mayoría de los casos, y existe un movimiento crítico del ApS obligatorio.
- Organismos internacionales, como United Nations Volunteers, están empezando a reconocer las prácticas de voluntariado informal, que con frecuencia se llevan a cabo, no a través de instituciones o ONG´s, sino dentro de la propia familia o en entornos informales, especialmente en regiones desfavorecidas.
- El Informe sobre “El Estado del Voluntariado en el Mundo 2015” utiliza la siguiente definición de “voluntariado” (UNGA 2002; A/RES/56/38): “Actividad que se realiza por voluntad propia, para el bien público general y donde la compensación económica no es el principal factor motivador”. Si bien es cierto que el ApS lleva llevar aparejado reconocimiento de créditos, también lo es que ese no es el principal factor motivador, sino la voluntad de trabajar por el bien público. De hecho, autores como Eley (2003) consideran que “el aprendizaje-servicio utiliza la participación voluntaria como una forma de aprendizaje-experiencial, al combinar aprendizaje y voluntariado en los cursos universitarios”.
- El ApS se considera una cantera de voluntariado. Numerosos estudios señalan que los estudiantes que realizan actividades de ApS son más propensos a trabajar como voluntarios en el futuro.
El hecho de que el voluntariado tenga su
propio espacio en la educación superior española es una ventaja y una
desventaja. Lo primero porque por fin la universidad integra el servicio a la
comunidad. Lo segundo porque hay quien cree que “si ya hay voluntariado, ¿para
qué incluir el ApS?”. Nos está costando unir esfuerzos, pero creo que es
necesario buscar las fórmulas. En universidades de otros países existe un
centro único de Compromiso Cívico, que coordina y promueve las distintas formas
de compromiso con la comunidad. Creo que ese es un buen camino. Me consta que
en algunas instituciones de nuestro país ya se trabaja en esta línea y espero
que en los próximos años le sigan un buen número de universidades.
